Meet our Director

Onika Coke-Muñoz was appointed Executive Director of the Office of Resolution Management (ORM) at the U.S. Department of Veterans Affairs. In this role, she leads efforts to promote fair, timely, and effective resolution of workplace concerns across the Department, supporting a culture of accountability, and is committed to strengthening trust within the workforce and ensuring employees have access to transparent and equitable processes that support VA’s mission of serving Veterans and their families.


Before joining ORM, Ms. Coke-Munoz served as both the Deputy Executive Director of Program Administration and the Chief Learning Officer for the Veterans Benefits Administration (VBA). In these roles, she advised senior leaders within VA on issues related to VBA’s talent management programs, practices, and relevant laws and regulations, supporting 36,000 employees nationwide.
